Unhappy Paypal/eBay Debt

Ok so i am in a bit of a pickle at the moment, i am in debt with paypal for £82 and iQor are threatening court action, the other debt is with eBay from buyer protection for £313, also iQor. the problem is that im only 17

I sold something on ebay and the person who bought it reported it as damaged and won the case, and he never sent the item back.

1. Should i offer to pay £5 a month on the £82 debt?

2. How should i deal with the £313 debt? i have been advised elsewhere to write a CCA letter for this

What should i do?

This is a tricky one - maybe you should get in touch with someone at ebay on there support team to see what they advise. They will be able to give you a better idea on how to resolve this. If that doesn't work then maybe consider going down to your citizens advice bureau - they will be able to help.
