Default Should I take out a fixed or variable rate ISA?

I don't save as much as is allowed - not got the funds, but I can leave the money sitting for a few years. What's the best bet?

I would say variable. Interest rates may still go down in the short term. But they are still historically very low, so I would bet on them going up in the med/longer term.
