Default Are we over cautious about identity fraud?

Are big companies making money out of us by installing us with fear....even if someone did get my credit card number etc...what could they do with it? whatever they ordered would have to be delivered to an address that would be traceable and if someone was to get a loan etc in my name then it would have to go through a bank account which in order to open one requires very strong i.d.
