A credit agency refused our payment we sent them. Isn't there a law in the state of Idaho which states that refusal of payment means the debt is paid?

This is ridiculous. It must be a single enterprise, or were you taken advantage of. I hope you paid trace funds check or money order. More than likely you had some sort of stripes on your credit card or there was a mixture of the concession contract, but a good number of loans should not take your payment. It is highly suspicious, just because they do not take money if they do not even financed the trade yet.
